The mission of the Resident Officer Program of Elgin (ROPE) is to improve the quality of life for residents living in a stressed neighborhood, by providing proactive, community-oriented police services. Community 2000 (C2000) is a program designed to effectively improve the health of Elgin’s community with a particular emphasis on preventive care and access to healthcare. Working in partnership with schools, arts organizations, and community groups, Hamilton Wings (HW) offers a variety of educational workshops and cultural enrichment programs to diverse, at-risk, and/or economically disadvantaged children who have limited access to arts and enrichment programs at school and at home.
